Ana G. Serrano Ocasio, Federal Grant Writing & Policy Analysis

Ana Gabriela Serrano Ocasio is a highly accomplished management and development specialist with over a decade of experience in project implementation, grant writing, and community engagement for cultural and nonprofit organizations. With a proven track record of securing and managing $6.5 million in federal, state, and private-funded projects, Ana has played a pivotal role in fostering economic advancement opportunities for underserved communities in Puerto Rico.

Ana most recently served as the Community Engagement Director at Universidad del Sagrado Corazón, where she led the implementation of a $6 million portfolio of federally funded community development programs. Her leadership was instrumental in executing major initiatives under Nuestro Barrio: Distrito Cultural de Santurce, including a large-scale rehabilitation construction project aimed at revitalizing San Juan’s Santurce district. She ensured effective grant management, budget oversight, and project execution while fostering strategic partnerships with community stakeholders.

Before her tenure at Sagrado, she served as Program Manager at Grupo Guayacán, overseeing the Guayacán Venture Accelerator—an executive education program designed to propel the growth of established businesses in Puerto Rico.

Ana also has international experience, having worked as a Management Consultant for Corporación Andina de Fomento in Buenos Aires, Argentina, where she advised on performance and management strategies for the General Secretariat of the Government of Buenos Aires Province. Her expertise in public policy was further honed during her roles with the Consejo Federal de Inversiones and the Government of Buenos Aires, where she contributed to participatory municipal programs.

Her early career reflects a strong commitment to grassroots and community-based initiatives. As Program Coordinator at Fundación ENLACE del Caño Martín Peña, she led violence and drug-use awareness programs for school-age children and literacy programs for immigrant adult residents. 

Ana holds a Master’s in Development Management and Public Policy from Georgetown University and Universidad Nacional de San Martín, where she specialized in strategies for sustainable economic growth and social impact. She earned her Bachelor’s degree in Political Science and Economics from the University of Puerto Rico, Magna Cum Laude, and also studied Political Science at the University of Salamanca as a scholarship recipient.

An excellent communicator and strategic leader, Ana is skilled in federal grant management, project planning, budget management, and stakeholder engagement. She thrives in dynamic, fast-paced environments and is passionate about using her expertise to drive meaningful change in community and economic development. Complementing her professional pursuits, Ana is an artist with a focus on ceramics and is currently advancing her skills through a degree in Sculpture and Ceramics Design.
